If you’re looking at driving an articulated bus and wondering whether your current licence or authority covers it, the answer has two parts: your licence class needs to match the vehicle, and you need to hold a current Bus Driver Authority.
Both are legal requirements. Neither alone is enough.
Here’s how it works in NSW.
What makes an articulated bus different?
An articulated bus, sometimes called a bendy bus or accordion bus, is a high-capacity single-decker made up of two rigid sections joined by a pivoting joint. They run up to 18 metres long and can carry up to 120 passengers, which is why they’re common on busy city and suburban routes where a standard rigid bus would need to run twice as often.
From a licensing perspective, what matters is the vehicle’s seating capacity and its gross vehicle mass, not its configuration. The fact that it bends in the middle doesn’t put it in a separate licensing category by itself.
Key point: Articulated buses don’t have their own separate licence category. What matters is the vehicle class based on size and GVM.
What licence class do you need?
Any vehicle seating more than 12 adults is classified as a bus in NSW and requires a heavy vehicle licence. The specific class depends on the size of the vehicle:
- Light Rigid (LR): smaller buses, typically under 8 tonnes GVM
- Medium Rigid (MR): smaller rigid buses, requires holding a car (Class C) licence for at least 1 year
- Heavy Rigid (HR): minimum requirement for articulated buses. Requires holding an MR licence for at least 1 year, or a Class C licence for at least 2 years.
- Heavy Combination (HC): also qualifies a driver to operate articulated buses
For articulated buses specifically, an HR licence is the minimum. An HC licence also qualifies. If you’re not sure what class a specific vehicle requires, the operator can tell you, or you can check with Transport for NSW.
If you’re being hired to drive a specific vehicle, the operator can tell you exactly what class is required for that bus. When in doubt, check with Transport for NSW before assuming your current licence class is enough.
Key point: An HR licence is the minimum to drive an articulated bus in NSW. HC also qualifies. MR alone is not enough for an articulated vehicle.
What is a Bus Driver Authority, and do you need one?
Yes. Regardless of which heavy vehicle licence class you hold, if you’re driving a public passenger bus seating 13 or more people, you need a Bus Driver Authority issued under the Passenger Transport Act.
The Bus Driver Authority is separate from your licence. Your licence covers what vehicle you’re legally allowed to operate. The authority covers whether you’re legally permitted to carry paying passengers on a bus.
You need both, and they’re obtained separately. Your licence comes from Transport for NSW through the normal heavy vehicle licensing process. The Bus Driver Authority requires completing an accredited training course, passing a medical, and submitting a full application to Transport for NSW.

Key point: Heavy vehicle licence + Bus Driver Authority. You need both to legally carry passengers on a public bus in NSW. One without the other isn’t enough.
What are the eligibility requirements for a Bus Driver Authority?
To apply, you’ll need to meet the following requirements set by Transport for NSW:
- Be at least 20 years of age
- Hold an unrestricted NSW driver licence (appropriate class for the vehicle)
- Have held an unrestricted Australian licence for at least 12 months in the 2 years before applying
- Pass a medical fitness assessment using forms issued by Transport for NSW
- Have the right to work in Australia
- Pass a full National Police Check
You also need to demonstrate knowledge of the Acts and regulations that apply to bus operations. That’s covered as part of the Bus Driver Authority training course.

How do you get your Bus Driver Authority?
You complete the Bus Driver Authority training course, which covers the knowledge requirements set by Transport for NSW. On successful completion, we issue a proficiency certificate.
That certificate forms part of your application to Transport for NSW, along with your medical, police check, photos, proof of identity, and a money order for the application fee.
We offer the course online ($249 per person, self-paced) and face to face in Newcastle ($385 per person). We run courses for drivers across the Hunter Valley, Port Stephens, Central Coast, and Mid North Coast. Onsite courses are also available for groups, conditions apply.
Key point: Training takes approximately 4 hours. We issue the proficiency certificate. You then submit the full application to Transport for NSW.
Frequently asked questions
Does my Bus Driver Authority cover articulated buses?
Yes. A Bus Driver Authority covers public passenger buses with 13 or more seats. It doesn’t differentiate between rigid, articulated, or coach configurations. What you do need is the right licence class for the specific vehicle.
What licence do I need to drive most transit buses?
For articulated buses, the minimum is an HR licence. To get an HR licence you need to have held an MR licence for at least 1 year, or a Class C (car) licence for at least 2 years. An HC licence also qualifies for articulated vehicles.
Can I do the Bus Driver Authority course before I get my heavy vehicle licence?
The course itself can be completed before you have your heavy vehicle licence, but you can’t apply for the Bus Driver Authority until you hold the appropriate licence class. If you’re working towards both, it’s worth planning the order with that in mind.
